fix(libcommon): force root logging config so worker INFO logs are not dropped (#3406) basicConfig is a no-op when the root logger already has a handler; heavy imports in the worker attach one before init_logging runs, leaving the root logger at WARNING and silently dropping every root INFO/DEBUG log. Pass force=True so init_logging is authoritative.
