Check whether the skill is installed globally first and pass --exclude-skill / -ExcludeSkill when it isn't, so an opt-out is not silently undone. Also fixes flag passing for the PowerShell installer: `iwr ... | iex -Flag` cannot take parameters, use a scriptblock instead.
