update Intel CPU Dockerfile (#49408)
* update Intel CPU Dockerfile
- bump base image to intel/deep-learning-essentials:2026.0.0-devel-ubuntu24.04
- switch jemalloc to mimalloc
- install bitsandbytes from PyPI instead of building from source
- keep triton (>=3.5.0) as it is required by MXFP4
- add torchao, kernels and detectron2
