Fix MI355 CI: bump hf-workflows pin to NUM_SLICES=4 (#47792) Old pin used NUM_SLICES=2 (260 configs/slice), exceeding GitHub's 256 matrix limit so model tests never ran. Re-pin to current main SHA (NUM_SLICES=4).
