[CI] AMD docker: bump base to rocm7.2.2/pytorch2.10, use pre-built FA wheel Pushed to build_ci_docker_image_amd_rocm72 to validate the AMD docker image build in CI before merging to main. Workflow trimmed to only run the AMD build with push: false.
