* Add CI dashboard badge when a pull request opens

rename PR CI dashboard script to add_pr_ci_dashboard_badge
+ the script's main job is now injecting the dashboard badge, not the recap.
* remove all recap/legacy-cleanup code now that recap comments are gone
- Drop RECAP_START/END, OLD_DASHBOARD_COMMENT_MARKERS, log_workflow_run,
github_paginate, find_open_pr_for_sha, delete_old_dashboard_comments,
delete_recap_comments, remove_marked_block from the badge script
- Simplify main() to only handle pull_request events (workflow_run path removed)
- post-link job now only runs on pull_request_target (not workflow_run)
- post-mlinter-review no longer needs: post-link (jobs are now independent)
- Remove all recap/paginate/delete test classes from the test file
