[loop-opt] w/a icpx -O3 loopopt miscompilation of nested formatv() (#38268) icpx's loop optimizer (-mllvm -loopopt=1, on by default at -O3) miscompiles the nested formatv() construction, corrupting output and causing crashes. w/a: disable optimization for the whole formatv_object machinery. Revert d74be70b962e2064f798623421f000f651b3f204. Fix 38 lit tests in CMPLRLLVM-76736, CMPLRLLVM-76745 Root cause will be fixed in CMPLRLLVM-76802 for newer icpx compiler.
