Remove requirements.txt again (#21420)
The file was removed in 51593c16b56b8b959672772dbdbad82cd3215984, but it
was re-introduced with the pulldown.
Once again - the file contains CVEs, but we removed all workflows using
it, so it's unused in this repo.
Also, the pulldown script will be improved to ignore these files during
all pulldowns.
