[SYCL] Update UNSUPPORTED tests 2 (#22222)

1. Some of these tests were disabled intentionally, mark as
unsupported-intended and remove them from the list.
2. Some of them were disabled a long time ago without any tracker.
Enable tests that were fixed, create trackers for those that are still
failing.
