[SYCL][AI] Add skill to review SYCL tests (#23363)
This PR adds the following files:
1. `.agents/skills/sycl` - Symlinked to `sycl/.claude/skills/sycl` -
this file is needed for Github copilot review. Copilot do not read
`sycl/.claude/skills` folder.
2. `sycl/.claude/skills/sycl/SKILL.md` - Claude automatically pick up
this file whenever working on SYCL
3. `sycl/.claude/skills/sycl/guides/testing.md`
Alternatives to the approach proposed in this PR:
1. Repo-wide AGENTS.md and CLAUDE.md file
2. Repo-wide `.claude/` and `.agents/` folder
I avoided using repo-wide instructions files and skill folders to not
penalize non-SYCL projects, and also because repo-wide instruction files
not being very effective
(https://discourse.llvm.org/t/rfc-llvm-ai-tool-policy-agents-md/91712/3).
Also, developers might have their own CLAUDE/AGENTS instruction files.
The proposed approach would also help reusing the same SYCL skills for
intel/llvm and our internal fork.
