[SYCL][E2E][bindless-images] vulkan test replacement (#21303)
Replacing older tests with newer ones that have much better coverage.
This tests more centrally integrate USM, semaphore, sampled vs unsampled
and the various vulkan formats as runtime flags. While there are more
