[SYCL][UT] Fix heap-buffer-overflow in BuildLog mock (#22356)
The mock reported a log size of 1 and wrote a single byte '1' — a lone
char, not a string literal, so no null terminator. getProgramBuildLog
then runs strlen on it, reading past the 1-byte allocation.
