[CI][Bench] Minor changes around dashboard (#21574)
- Change results' commit message to include 'save name'
- Sort runs in the dropdown list in the dasboard - first show Baseline's
- Remove benchmark's description from details - it's already present in
chart's header
- Update remoteDataUrl example data in config.js - already set the
proper values - we can use it to test the dasboard locally
