[SYCL][Driver] Update test sycl-offload-new-driver-compression to not pull in device libraries (#22828) Clang :: Driver/sycl-offload-new-driver-compression.cpp does basic checks with -###. When the test is run in an environment without SYCL device libraries available (e.g. sanitizer-instrumented check-clang runs), the driver dry-run fails with exit status 1 and produces no output on stdout/stderr, causing the piped FileCheck to fail. The test doesn't need device libraries - it only verifies that --offload-compress / --offload-compression-level= are forwarded to clang-linker-wrapper.
