[SelectionDAG] Add support for the 3-way comparison intrinsics [US]CMP (#91871) This PR adds initial support for the `scmp`/`ucmp` 3-way comparison intrinsics in the SelectionDAG. Some of the expansions/lowerings are not optimal yet.
