[SYCL] Partially revert "Don't include OpenCL headers when compiling for device" (#22588) https://github.com/intel/llvm/pull/22533 caused massive internal test failures and in CTS. A large number of tests rely on SYCL headers to bring in OpenCL headers. We need to fix such tests and re-land the change.
