[SYCL][E2E] Disable tests failing on Win driver 101.9030 (#23252)
New consistent failures I'm seeing trying to update the Windows driver
to 101.9030.

Conflict in vulkan_interop/external_semaphore_regular_cl_fails.cpp: only
the Windows XFAIL is taken. The "UNSUPPORTED: linux && run-mode" lines
come from #23242, which is not cherry-picked here; the test passes on
Linux on this branch.
