[SYCL][CMake] Throw if building on x86 windows (#22165)
Ever tried building SYCL on x86 command prompt? SYCL emits hundreds of
compilation error and it gets difficult to understand what the actual
problem is.
This PR makes CMake throw during project configuration if building SYCL
for x86.
