[SYCL][E2E][NFC] Suppress ignored-attributes warnings for L0 tests on Windows (#23037)
On Windows, SYCL device compilation parses host-only headers (like L0)
while also defining _WIN32 so that host code compiles correctly. The
device target (spir64) does not support Windows calling conventions, so
attributes like __stdcall inside #if _WIN32 guards in third-party
headers produce -Wignored-attributes warnings that fail the build under
-Werror. The warnings are correct but not actionable: the attributes
come from a third-party header and are silently discarded by the
compiler anyway.
