[SYCL][NFC] Generalize OpenCL C kernel_compiler SPIR-V naming to IL (#23035) The online OpenCL C path in sycl_ext_oneapi_kernel_compiler asks ocloc for SPIR-V, but the SPIR-V-specific naming in this code is incidental: the bytes ocloc hands back are just passed through to urProgramCreateWithIL. Rename the API and locals to the generic "IL" spelling and hoist the two SPIR-V-specific ocloc details (the -spv_only output-selection flag and the .spv output extension) into named locals at their point of use. spirv_vec_t -> il_vec_t OpenCLC_to_SPIRV -> OpenCLC_to_IL SpirV -> IL No functional change intended: the flag and extension keep their current values, so ocloc is invoked identically and the same output is collected.
