chore(config): point local development at the Spanner emulator LOCAL ONLY -- drop this commit before merging. Repoints all four database blocks at PGAdapter on 5433 (5432 stays plain Postgres, so both can run side by side) and raises the pool sizes to something a 1000 TPS smoke test can use. `workers = 2` with the server on 8085 is a memory concession: the payment flow's nested futures overflow the default 2 MB thread stack in an unoptimized build, and the usual fix -- raising RUST_MIN_STACK -- multiplies across every worker thread. Two workers keeps the process inside a laptop's RAM. Optimized builds do not need either adjustment. The dummy connector base URL follows the server to 8085; it points at the router's own port and silently 500s on payment confirmation when left behind. None of this ships in the Docker image, which copies only `payment_required_fields_v2.toml` out of `config/`.
