[SimplifyCFG] Propagate unknown profiles in performValueComparisonIntoPredecessorFolding (#234827) Otherwise we get profcheck verification failures as the verifier assumes we just did not handle this case. This came up in a bootstrapping build of LLVM with -mllvm -enable-profcheck-in-pipeline.
