[Wunsafe-buffer-usage] Turn off unsafe-buffer warning for methods annotated with clang::unsafe_buffer_usage attribute (#125671) Unsafe operation in methods that are already annotated with clang::unsafe_buffer_usage attribute, should not trigger a warning.
