[flang][OpenMP] Rename check-omp-metadirective.cpp (NFC). (#201159) Both METADIRECTIVE and DECLARE VARIANT fall into the "variant directives" category, so check-omp-variant.cpp is a more accurate name for the file that hosts their semantic checks.
