[IR] Instruction::maySynchronize should be false for monotonic atomics. (#230299) As the FIXME comment states, the LLVM LangRef already describes monotonic ordering as providing no cross-thread synchronization. I don't believe there is any particular reason to be more conservative here, so make the code follow the spec.
