[VPlan] Only use isAddressSCEVForCost in getAddressAccessSCEV (NFC) Follow-up to https://github.com/llvm/llvm-project/pull/171204 to only rely on isAddressSCEVForCost in isAddressSCEVForCost, completely aligning with the legacy cost model.
