[libcxxabi] Update ItaniumDemangle.h from LLVM (#140273) 76ba29bfd8e8aaf5b0267598d18434a0d13945a2 landed changes in ItaniumDemangle.h on the LLVM side that were not propagated over to the libcxxabi side. This patch fixes that.
