[IR] Deprecate ConstantExpr::getGetElementPtr() (#227601)
This deprecates various `ConstantExpr::getGetElementPtr()` overloads, in
favor of either `ConstantExpr::getPtrAdd()`, or the overload taking a
`DataLayout` (which converts GEP indices to ptradd).
Part of the ptradd migration.
