[lldb/test] XFAIL TestFrameProviderCircularDependency.py on Windows This patch disables TestFrameProviderCircularDependency.py on Windows since the scripted frame provider uses SBTarget.FindFunctions which doesn't seem to be working (according to TestTargetAPI.test_find_functions).
