[VPlan] Replace VPIRMetadata::addMetadata with setMetadata. (NFC) Replace addMetadata with setMetadata, which sets metadata, updating existing entries or adding a new entry otherwise. This isn't strictly needed at the moment, but will be needed for follow-up patches.
