[MLIR][GPU] Add gpu-lower-to-rocdl-pipeline meta-pass (#196751) Add `gpu-lower-to-rocdl-pipeline` meta-pass which lowers common MLIR dialects (gpu/arith/scf/vector) to binary, similar to the existing XeVM/NVVM pipelines.
