[HLSL] Add WaveActiveAllEqual functions (#183634)
This PR adds the WaveActiveAllEqual function to HLSL.
It also adds extra macro logic to CGHLSLBuiltins so that you can specify
a different intrinsic name for the SPIRV intrinsic.
