[Github] Add version number to libc FreeBSD workflow (#198926) 633539bfa1516e616b798b2eae98bea689b3c410 used the ToT version but does not necessarily need it. Use the latest release and the standard syntax. This follows https://llvm.org/docs/CIBestPractices.html#hash-pinning-dependencies.
