[Mips] Fix single-float ABI emission with 64-bit FPRs (#233170) Avoid emitting a .module fp directive for the single-float ABI on O32 when 64-bit FPRs are enabled. This prevents assembly output from crashing on an unsupported FP ABI value while preserving single-float object attributes and soft-float precedence.
