Reapply "[ctx_prof] Fix the pre-thinlink "use" case (#102511)" This reverts commit 967185eeb85abb77bd6b6cdd2b026d5c54b7d4f3. The problem was link dependencies, moved `UseCtxProfile` to `Analysis`.
