[NFC][Driver] Simplify linking of ubsan_standalone_cxx (#120938) Refactoring before linking it only with CFI diag or VPTR. Almost NFC as `requiresMinimalRuntime() && needsCfiDiagRt()` changed, but it was unsupported before anyway.
