[DataLayout] Change return type of `getStackAlignment` to `MaybeAlign` (#105478) Currently, `getStackAlignment` asserts if the stack alignment wasn't specified. This makes it inconvenient to use and complicates testing. This change also makes `exceedsNaturalStackAlignment` method redundant.
