[libc][cmake] Make libc not included in LLVM_ENABLE_PROJECTS=all. (#142626) Make LLVM libc to not be included in `LLVM_ENABLE_PROJECTS=all`. It can still be manually added to LLVM_ENABLE_PROJECTS list.
