[Reland][IR] Add initial support for the byte type (#186888) This patch relands https://github.com/llvm/llvm-project/pull/178666. The original version caused CI failures due to the missing target triple in `llvm/test/CodeGen/X86/byte-constants.ll`. CI should be green now.
