[NFC][TSan] Check IsFiredSuppression before ScopedReport in ReportErrnoSpoiling (#228811) Check IsFiredSuppression(ctx, ReportTypeErrnoInSignal, stack) and return early before constructing ScopedReport in ReportErrnoSpoiling (matching SignalUnsafeCall and ReportRace). This avoids acquiring ScopedErrorReportLock and ThreadRegistryLock for already-suppressed reports. Assisted-by: Gemini
