[mlir][ArithToAMDGPU][NFC] Add PatternBenefit (#150091)
Since there may be caseses where these patterns are run alongside the
generic patterns from ArithExpandOps, add a PatternBenefit argument to
allow these architecture-specific patterns to be prioritized.
