[CIR] Refactor type interfaces (#146044)
- Generalizes CIRFPTypeInterface files to CIRTypeInterfaces for future type interfaces additions.
- Renames CIRFPTypeInterface to FPTypeInterface.
- Fixes FPTypeInterface tablegen prefix.
