[VPlan] Use PredBB's terminator as insert point for VPIRPhi extracts. Use PredBB's terminator as insert point in VPIRPhi::execute to make sure the extracts are placed after any possibly sunk instructions. Fixes https://github.com/llvm/llvm-project/issues/180363.
