[Clang][NFC] Don't create RecoveryExprs when checking CCE (#236631) The previous fix seems a layer violation and we shouldn't let RecoveryExprs sneak into BuildConvertedConstantExpression. This reverts both fba1a4b1292 and 9472490520b while keeping their tests.
