Reapply "[llvm-objcopy] Strip header from DXContainer's ILDB part during `--dump-section`" (#200906) The patch is reapplied with adjustments for the test failing on some buildbots. It strips the header from ILDB part of DXContainer during `llvm-objcopy --dump-section`, so that the output contains bitcode only.
