[mlir][SCFToOpenMP] Use walk pattern driver (#155242)
The lowering pattern uses various APIs that are not supported in a
dialect conversion such as `Block::eraseArguments` and
`RewriterBase::replaceAllUsesWith`. Switch to the more efficient and
simpler walk pattern driver.
