Reapply "[compiler-rt] Remove %T from shared object substitutions (#155302)" This reverts commit 36ca6748bc9150f8c56df6ba15deb118ff700e4a. This broke a couple Android buildbots, theoretically due to different directory structure that has now been addressed.
