[CIR] Restore builtin switch-case order to match clang CodeGen (NFC) (#232635) The builtin switch-case in CIRGenFunction::emitBuiltinExpr in CIR has diverged from CodeGenFunction::EmitBuiltinExpr in OGCG w.r.t. case-order.
