c27415ff - [sanitizer,test] Restore -fno-sized-deallocation coverage

[sanitizer,test] Restore -fno-sized-deallocation coverage -fsized-deallocation was recently made the default for C++17 onwards (#90373). While here, remove unneeded -faligned-allocation.
