[bazel] Shard clang's analysis_flow_sensitive_tests (#228487)
The dataflow suite is 384 test cases across 22 files and grows with
every release. As one unsharded binary it runs for 135 s on a fast
agent, and on a slower one it overran Bazel's default 300s "moderate"
timeout on all three `--flaky_test_attempts`:
```
@llvm-project//clang/unittests:analysis_flow_sensitive_tests
TIMEOUT in 3 out of 3 in 300.1s
```
Give it the same declaration this file already uses for its other large
gtest binaries (ast_tests, ast_matchers_tests, format_tests,
rename_tests, tooling_tests, tooling_syntax_tests): `size = "medium"`
and `shard_count = 20`. Each shard then gets its own timeout for ~19
cases, which is a few seconds even on a slow machine.
